This paper summarises US actions in the field of climate and energy taking into account the rapid development of policy since the mid term election, in November 2006. It draws conclusions regarding efforts in relation to cap and trade, biofuels, renewable energy, voluntary initiatives, energy efficiency and nuclear energy. The structure of the report mimics that of the EU background paper allowing easy comparison of efforts in both regions.

It considers legislative arrangements (including EU and international legislation), the implementation of MPAs in Europe and stakeholder perspectives on the development of MPAs. This paper summarises discussions and opinions of participants at the second T-PAGE teleconference on Marine Protected Areas which took place on 22 January 2008. Participants discussed a series of case studies on European and US MPAs and networks.

This case study examines the Florida Keys national marine sanctuary. The study underlines the importance of the zoning plan in implementation of this network of MPAs. This specific network is considered as a model of collaborative reserve design - with a successful stakeholder process.

This case study examines the MedPAN network of MPA managers in the Mediterranean Sea. MedPAN is an ecological-based network for the sharing of experiences and knowledge by using a bottom-up approach.

This case study examines the Oslo and Paris Commission (OSPAR) MPA network. It provides an example of a trans-boundary MPA network and highlights the opportunities and challenges associated with a large-scale network which encompasses several jurisdictions and overlaps the Natura 2000 network.

This case study focuses on the approach for the designation of MPAs in Belgium. It highlights two key factors for success in the implementation process: proper consultation among stakeholders and the help of a charismatic and politically well-connected person to drive the process in addition to a change of the underlying legal framework.

This case study examines the Channel Islands MPA network and portrays its history as well as the process employed for implementation. The study highlights that successful reserves need sound enforcement, the involvement of local residents, and scientific monitoring.
