Catherine BowyerCatherine Bowyer

Senior Policy Analyst. Special subjects: EU institutional development, environmental assessment and evaluation, waste, climate change.
Catherine joined IEEP in 2002, having previously studied Environmental Sciences and worked on impact assessment and indicators in local government. Catherine has been actively involved in numerous research projects and also plays a major role in the Institute's advisory services, manages the Institute’s information work and the production of IEEP’s flagship publication, the Manual of Environmental Policy. She is actively involved in IEEP's Climate Programme having extensively researched the EU Emissions Trading Scheme and its regulation, and bioenergy solutions.

Catherine has a detailed knowledge of the UK institutions as well as those at the European level; she as worked extensively with the Environment Agency and Defra. This regional knowledge is complemented by knowledge of the US systems of environmental governance. Between October 2006 and March 2007, Catherine spent 6 months working from Washington DC based with the Natural Resources Defence Council's (www.nrdc.org) International Programme. While in the US she helped establish an ongoing joint project between IEEP and NRDC, developing a series of Transatlantic Dialogues on climate and energy, and marine protection.

Victoria CherrierVictoria Cherrier

Policy Analyst
Victoria joined the Industry, Waste and Water programme at IEEP in January 2010 after having completed a 3 months internship focusing on the Manual. After studying law and history of art at La Sorbonne, she came to the UK and has recently completed a Master in Environmental Law and Policy (LLM) at University College London.

Jane DesbaratsJane Desbarats

Senior Policy Analyst. Special subjects: monitoring, reporting and verification; greenhouse gas baseline methodologies; greenhouse gas emissions inventories; design and implementation of climate change and energy policy.
Jane joined IEEP in April 2009 as a Senior Policy Analyst with the Climate Change and Pollution team. She has over ten years experience working on climate change and the environment in both the public and private sectors in Russia, Canada, New Zealand and the United Kingdom. She obtained an undergraduate degree in political science from McGill University in Montreal, Canada, and a graduate degree in International Relations from Carleton University in Ottawa, Canada. Over the past ten years, Jane has acquired specialist knowledge related to greenhouse gas emissions quantification and monitoring, reporting and verification. She has gained hands-on experience applying this knowledge the following sectors: waste, agriculture, power generation, oil and gas, iron and steel, forestry and transportation. She has provided in depth analysis of the implications of greenhouse measurement issues in the context of a number of market mechanisms including emissions trading, offsets projects and the Kyoto Mechanisms. This analysis has been complete for public and private sector clients throughout North America, the Asia Pacific region, and the European Union. Jane has completed a number of specialist assignments on greenhouse gas quantification issues for the United Nations Framework Convention on Climate Change.

Andrew FarmerAndrew Farmer

Acting Director of Research and Head of Industry, Waste and Water programme. Special subjects: water, pollution control and effects of pollution, enlargement.
Andrew is a biologist by training and specialises in EU legislation in relation to water and air pollution, and pollution control policies more widely, including the operation of inspectorates. He has extensive experience of issues arising from EU enlargement, particularly administrative capacity building in candidate countries. Before joining IEEP in 1997, Andrew worked for English Nature as its atmospheric pollution specialist and sustainable development co-ordinator; prior to that as a Research Assistant at both the University of Wisconsin, USA and Imperial College, University of London; and a Research Associate at the University of Florida, USA.

Claire FroombergClaire Froomberg

Head of Finance & Operations
Claire joined the Institute in July 2007. She is responsible for the core financial and administrative workings of the Institute, and manages the Operations team. Claire is a fellow of the Chartered Institute of Management Accountants and has previously held finance positions in industry and the charity sector.
